Unemployment rates were higher in July than a year earlier
in 338 of the 369 metropolitan areas, lower in 25 areas, and
unchanged in 6 areas. Among the 310 metropolitan areas for
which nonfarm payroll data were available in July, 188
metropolitan areas reported over-the-year increases in
employment, 110 reported decreases, and 12 had no change.

In July, employers took 1,512 mass layoff actions, resulting
in 151,171 unemployment insurance filings, seasonally adjusted.
Mass layoff events decreased by 131 and associated initial claims
decreased by 14,526 from the prior month. Year-to-date layoff
figures in 2008 were the highest January-July totals since 2003.

Of the 2.2 million reemployed displaced workers who lost full-time wage and salary jobs during the 2005-07 period, 1.7 million had found new full-time wage and salary jobs by January 2008. (The remaining reemployed workers had part-time wage and salary jobs or were self-employed or unpaid family workers.)
